CPCB Extends EPR Annual Return Filing Deadline

Dec 22, 2025 info@envirosense.in

The Central Pollution Control Board (CPCB) has officially extended the filing deadline for the EPR Annual Return under India’s EPR Plastic Packaging framework. This update, released through the MoEF&CC Office Memorandum dated 20 December 2025, offers Producers, Importers, Brand Owners (PIBOs), and Plastic Waste Processors (PWPs) additional flexibility to complete submissions accurately while addressing portal-related challenges. The extension is significant because Annual Return filing is a critical compliance requirement that directly affects an entity’s EPR status.

What Is the CPCB Annual Return Under EPR?

The EPR Annual Return is a mandatory compliance report that PIBOs and PWPs must file every year. It explains how much plastic packaging a business placed on the market and how much waste it managed through collection, processing, or recycling during the financial year. Additionally, the return helps CPCB check whether each entity met its category-wise EPR targets. This process ensures better tracking and more responsible management of plastic waste under the Plastic Waste Management Rules.

Key Update by CPCB

MoEF&CC has announced the following updates for Annual Return filing:

The extension has been granted as a special case to help stakeholders overcome operational hurdles and ensure accurate compliance reporting.

Who Is Required to File?

The revised deadline applies to all entities registered on the EPR Plastic Packaging Portal, specifically:

  • Producers who manufacture plastic packaging
  • Importers placing packaged goods or packaging materials on the Indian market
  • Brand Owners operating within the supply chain
  • Plastic Waste Processors (PWPs) involved in recycling, co-processing, plastic-to-fuel, or other authorized waste treatment activities

What PIBOs & PWPs Should Do Now

With the extended deadline, entities should take an organized approach to completing the EPR Annual Return for FY 2024–25. The following steps ensure accuracy and reduce compliance risks:

  • Review and Validate FY 2024–25 Data: Start by confirming the total quantity of plastic introduced or processed during the year. Ensure category-wise details are correctly classified and tally with internal sales, manufacturing, and processing records.
  • Update and Verify EPR Fulfilment Records: Upload all recycling certificates to the portal and confirm that each certificate corresponds correctly to the declared category. Thorough verification ensures that no invalid or mismatched data forms part of the submission.
  • Reconcile All Documentation: Cross-check invoices and certificates to ensure complete alignment. A final internal reconciliation helps maintain transparency and reduces the chance of rejection or queries from CPCB.
  • Conduct a Pre-Filing Review: Before submitting the return, review all entries to confirm completeness and accuracy. Identify gaps, missing documents, or inconsistencies and correct them ahead of filing.
  • Submit the Annual Return Before 31 January 2026: Early filing is recommended to avoid portal congestion and system delays. Once the return is submitted, download the acknowledgment for record-keeping and future compliance checks.
